Converts a DateTime value to a string.

this: Type: SystemDateTime
The DateTime value.
format: Type: SystemString
The format string (optional, can be null).
timezone: Type: SystemString
The timezone to use in the returned string (optional, can be null).

Type: String
The DateTime value converted to a string.
